Opposite to Magnetic Bait, Fish Bait would increase the odds of
attracting rarer Pokemon instead of items. Sometimes it's really
annoying when you think you're about to pull up a Starter or a
rarer mon and it ends up being a Shoal Shell or Pokeball,
especially since Shoal Salt and Shoal Shells aren't used very much,
if at all. This would not increase the odds of catching a pokemon,
since the odds are already very high, but it would increase the
chance of getting mons like Shellder and the starters.
Not sure when it would be obtainable/for trade from Leah, but
either the Old Rod or Good Rod might be a good idea? It would be
very useful for users who are new and have trouble fishing up
Pokemon to get better rods, or to help towards certain quest. And,
like the other baits, it would be tradable/sell-able.

This would help a lot in trading with Leah for rare candies and
mega stones. It can also slightly increase the chances of
shiny pokemon. It's super annoying to waste energy on shoal shells
and stuff like that. Since we already have a magnetic bait, I think
it would make sense if we had a fish bait.
I fully support this. I think having the bait be available before
the super rod is a good idea, as it could be really helpful to fish
up Shellder which are kinda rare and needed to unlock that rod.
