For the newest event, the Pumpkabowl event, I noticed that there are some form change or different evolution form(E.g. the Goldeen and the Margikarp ones) How can I get them and how many forms/Evolutions are there?

As of right now there are two forms, which are the goldeen and magikarp forms. You can obtain the evolution by putting a magikarp or goldeen in your party along with the pumpkabowl and clicking the pumpkabowl's profile which will then give you an option to feed it the fish.

You get the Leah evolution by getting your Pumpkabowl to hold a Bottled message, then going to the beach I’m pretty sure?

Yeah, that’s correct, but you have to go to Leah’s page specifically.
