Does milcery have an evolution tree or is just a base Pokémon with no evolutions? If it has evolutions, how do I unlock them?

Milcery‘s evolution is alcremie and alcremie has a lot of formes so if you have sweets for example clover sweet and turn the wheel of fortune if its holding clover sweet it will become alcremie (random forme) with clover shaped sweets on its head

You need to hatch 3 milcery to get access to the Wheel of Fortune at the Game Center, which is what you need to evolve milcery as LugiaStrike0770 said. If you're not interested in playing around and discovering the exact evolution mechanics to get all the different forms yourself, you can have a look at this guide.
