I think the rates are (int:rate)

100:.01%
1000:.1%
10000:1%
100000:10%
1000000:50%

you can't have 100% chance, though, and this is a guess from datamined info

There are basically no chances, Every single interaction has a chance of spawning Shaymin and I dont think the chances increase the more you interact as said before.
