How do I evolve mantyke? Does it evolve at a certain level or does it need an item??

Like in the original Pokémon games, Mantyke will evolve after leveling up with a Remoraid, both must be in your Party.

I won the "Event Spriting Contest" as it says on News Announcement #224.
