How exactly would obtain an Alolan Raichu here? Is there a certain way to evolve a Pikachu? Does a Pikachu evolve into a regular or Alolan Raichu by chance? Do I have to buy or win it somewhere?

You cannot evolve normal pikachu to alolan raichu on this site. Alolan raichu has to be obtained from the alola region option in rumbling. The alola region was distributed (in an event that escapes my mind right now). If you do not already have the alola region, it is unobtainable right now.

You can actually unlock the Alolan rumble area after doing the Daycare Quest.. :O

Check spoiler for some info about it :

When you visit the Daycare on a Sunny Day, the owner may randomly ask you for your help. This new permanent quest requires Trainerlevel 20 or higher.

That's where you can randomly recruit an Alolan Raichu.. ;)
