Because once one of them evolves, the second one (in your case Shelmet) is missing their counterpart. You need another Karrablast to evolve your Shelmet. Note, your Shelmet has YOU as their OT - it won't evolve in your party anyway. Only Shelmet/Karrablast with a different OT than yours can evolve.
