Daycare Quest?

The Wiki Page on "Trainer Level" indicates that at level 20, you unlock a quest at the Daycare. I recently reached level 20 and have yet to see a quest appear. Is there some other prerequisite to unlocking the quests? Or do they appear randomly after level 20? The Daycare's Wiki Page does not reference these quests at all.

It can happen after you reach level 20, not immediately.Just make sure to visit the Daycare on a Sunny Day!
