The psychic attack returned Hypno to Mona's body, but it drove him insane and so he was only there keeping her alive, without the control ability. The Original PokeLife Timeline World split:
"Now I get it. Hypno was the villain of this world. He cannot die anyway, but I scarred him enough to qualify. But what does this mean for Mona? Isn't she from the original timeline?"
