Tyrogue Bug

I have been feeding attack vitamins to my tyrogues in order to match their defence so they can evo into a hitmontop.
However when i feed the attack vitamins to them there attack does not go up.
I tried the salloon too but their attack doesnt raise either.
Is there a bug with them or am i doing something wrong?

I didn't get proof of vitamins not working, but I gave one to this Gible, and his defense didn't raise any.
I gave him an oil treatment and none of his stats raised.
(This was taken after the treatment)

I don't know if these even really help >> Seems like it's not just Tyrogue.
I've never really used vitamins/massages for the stats, so I'm not really much help other than what screenshots I took >> Hopefully they help a little bit

I also remember someone getting a Hitmontop after feeding in the necessary Stat-stuff, so I seemed to have worked at least in the beginning? If the stat change doesn't happen even after leveling up, it could be considered still around, but I also need to make sure it's not considered a "bug" because they expected the change to happen instantly (':
Edit - Stats not changing if there's no level up is normal. It's as the pokémon levels up, that certain stats get more points than they normally would?
