I have a place in the town tab that looks like ??????? and under the settings. At what level do they reveal themselves.

This Wiki Article tells you at what Trainerlevel will unlock those Hidden Areas.

In addition, purchasing Premium Membership is required to unlock the only Hidden Area in Settings.

It's the royal tunnel it unlocks at 15, just one level left

@pikacool "At Trainerlevel 5, you unlock the Event Distribution page." Which means you should have unlocked it by now.
