Hm... in the gts, people can easily sell 1 normal gem for 1 nugget, or 1600pd, which is way higher than your offer. Perhaps increasing the price would increase the amount of people who sell it to you

Sorry, according to price check normal gems are worth 1k - 1.5k pd, and nuggets are worth 1.5k pd, so it's still close to equal.
