Just because they hatch shiny, doesn't mean they can be hunted ^^' Look at any shiny retro and you'd have proof.

The Missingno event? That's been going on since the first and is a permanent addition.
Yes, there's a level requirement (level 30)

I don't think they ever will; they're not from the DayCare, the Lab, the Tall Grass or the Ancient Cave and those are the locations that break chains.
