For one, there are no "hackers" that will or ever try to hack your password. Any of your friends who have been "hacked" just set their password to something very easy to guess or gave it away to someone else.
Also, how is it logical to completely remove the permanent lock feature? Would you completely remove all jails in a country because of a few "innocent" prisoners? Besides, if the "hacked" accounts were ever confirmed to be under the control of a third party, there would be a way for the mods to unblock them.

Would you let loose a recurrent scammer back into our community after a few months? I think not.

Suppose User A has to be friends/trade something/communicate to User B through PalPad.
User A wants to click 'Add friend' button but purely accidentally clicks the 'Block User button. And because of your suggestion, A cannot unblock B and the purpose will be ruined.
Got it?
And also Perma Ban is a useful feature if someone keeps breaking rules and they deserve it. And I'm sure that the PH community hands out warnings. If someone dosen't take their chance(warning), then they deserve to be banned.
No support for reasons I've mentioned.
The reporting option will evidently still be there.
As for my opinion on this matter - no support. What is the point of releasing these players back on the community?
They will merely cause havoc once again.
As to the matter of real money, it is not really of anyone's concern, given the fact that it is theirs and their choice of what to do with it.
Besides, it wouldn't have been lost if they had read and abided by the rules in the first place.
Also, those who are permanently banned are only banned after proper investigation and evidence.
And, like NightStorm said, if you follow the rules then you won't have any problems. It really is that simple.
