I don't think paying real money for art is forbiden. That's only for pokehero items that you can't pay with real money.

Art is very different.

The reference has to be a picture of what you want drawn. It doesn't have to be a good ref as long as there is a picture. I will not draw anyone art if they only to a discription of what they want.

I need a picture so I can draw the characters as exactly as what the customer wants.
