This still holds true for the "locked forever" accounts, as if something changes in the situation, it might be possible for them to get their accounts back. So I'm not in agreement with just "giving them away"
Though I do think that giving the locked forever account owners the OPTION to let others adopt their pokémon would be neat. And the OTs should NOT be given their pokémon back. Once the locked account's owner decides to put their pokemon up for adoption, it should be fair game, and most likely the user did trades for the other Pokémon. Plus, I wouldn't be pleased if someone whom I mass traded with got locked, and all the Pokémon I traded with them came flooding back into my boxes. (As I have done trades with a hundred or more pokemon, lol)
