Could you make it so you cannot do the poll voter, as well as commenting on the Rejected Forum?

Most topics in the Rejected-forum are already closed so you cannot comment on them.
And the voting system does no harm to Implemented/Rejected-topics. They're pointless, maybe, but they're also not harming anyone.
