the only thing I don't think is fair about this is when we get to the hard ones, having to wait until a chain of 100 before a shiny will count is a bit harsh when eggs are really hard to get (like my current one) where if a user without premium gets a shiny at less than max chances, it'll still count for them.
Personally, I think non-premium members have to get a chain of at least 50 to count and premiums need a chain of a hundred, thus countering the twice better chance while still keeping it at least somewhat fair.
