Pokeradar's only need virtual money which can be obtained many ways, so it is possible for anyone to get a Pokeradar, but it may not be possible for someone to buy an expensive phone. (Maybe because they already own a different phone - like me. I own an iOS, and I'm not planning to buy another phone)
For the "Shinies" ranklist, it is possible for anyone to be on there. In fact, it's possible for anyone to be on a ranklist, if they work hard. But some people may not own an Android, and they won't be able to be on there because they do not have an Android - thus, it will be unfair since everyone already have a chance to be on a ranklist, and if this is implemented, then not everyone will have a chance.
Either way, no support for the reasons stated by TheBeast.

Having the most steps with Pokewalker doesn't require any real hard work. Hear me out, shiny hunting involves time and patience and a Pokeradar. Most interactions requires activity on site. Most Plushies sent involves either buying nuggets or doing all the challenges regularly. Most Wonder Trades involves activities and setting up trades. Etc. Etc.
The Pokewalker? Besides owning an android all you have to do is shake your phone to get on the rank list. There's no skill, no need to be interactive or patient or anything except "shake shake shake, walk walk walk, shake shake walk walk."
I wouldn't give someone a medal for walking 100 steps in a day. Considering most people on site are probably in school, and walking between classes with their phones on, I wouldn't really give them a medal while others are clicking their fingers away hatching eggs and getting shinies and interacting on the actual site. Basically if you want to be on the rank list I think it should be for either going out of your way to do something, or doing something that takes patience and determination.
Walking with your phone, eh not really award worthy.
Maybe if people aren't active on PH they shouldn't be in the rank list. An example say basketball, I wouldn't give a trophy to someone just for showing up to practice and not participating in the actual game. If you want to be awarded for something, then participate and try for it, instead of looking for easy ways to accommodate you.
And exercise? Really? I'm sure most of us who have a 3DS got most of our steps from walking around school, shaking our device, or yes the washing machine trick. So I wouldn't use "this promotes exercise" as a good reason to implement this.
