In the daycare, if one of the parents is shiny does that give an increased chance of a shiny Pokémon?

No, only the gold (and silver) stars influence the chance of a mega bubble. Nothing else.

About the event collector badge: do you need to collect 20 unique wondercards, or will repeats also be counted? Asking since I have 20 with repeats but don't have the badge.

Hi! About the Anniversary Gift thing, I just found out it exists, and I don't remember ever claiming any before. After picking one, the page still says I can choose a flavor. Will I be able to claim others because of the ones I didn't in the past, or is that impossible/the page has a bug..? Just got confused there...

BUMPing a pending suggestion isn't really helpful, as the Mods see them separate from the public suggestion. Pending suggestions can't 'disappear' to the second page.

is there a certain time for the weather change to trigger? forecast says today in the evening will be mystic aurora, the page says "good evening" but the weather is thunderstorm so i can't fish.

He should have evolved already... He doesn't have an everstone, and he's over lv 16 (which is when Charmander evolves into Charmelon)

Maybe try taking him out of your box and into your party and wait for him to level up
As far as I'm aware, Pokemon can still evolve in your boxes. Unless that changed and I missed it (so painfully possible lol)
