	1) No, it's not. A non-shiny voucher will always get a non-shiny Lugia. There were several guaranteed shinies ID-numbers in the Guaranteed shiny Adoption Event, not just the one. It's possible that Lugia isn't the only one. 2) No, if the Celebi at the tree isn't shiny, it's not gonna hatch shiny. [Read more]
