That's how it worked last time I checked, it's always been like that, was there a change I was not aware of?
Edit: I just checked, it says in the how to play guide of the first page of this thread: "During the night, everyone votes on who could be Mafia, and the one who gets the most votes is killed. Anyone who has special actions related to their roles will pal pad or PM the Overseer about what they will do."
