In all Pokemon games, Shedninja's HP is permanently locked to 1, no matter their IVs, EVs, Nature, or level.

This does not happen on PH. Quite odd
I'm not entirely sure this qualifies as a bug, but at the very least it is a major inaccuracy

This is very likely not a bug.
PH doesn’t have abilities, so Shedinja doesn’t have Wonder Guard either. It’d make it a pretty bad Pokemon if it only had 1 HP.
Plus, PH isn’t an official Pokemon game.

Battling isn't really a big thing on PH so it doesn't matter that much if it's "viable"
And even if it was, Shedninja would still be unusable anyways (it still has bad stats, only reason it can be considered usually is Wonder Guard, even if it had much better HP)
But other than PH I have never seen a Pokemon game or fangame with this
But still, yeah it's not like it breaks the game or anything, and I can see your point
