Need help, I have a lvl 40 Clauncher which should have evolved at lvl 37 and a lvl 132 Skrelp which should have evolved at lvl 48, both pokemon that should have evolved simply by leveling up by now, but it hasn't happened yet, it there something i can do? is this normal? none of them have an everstone or anything of the sorts.

Are they busy? If Pokemon are 'busy' in the GTS, Daycare etc, they will not evolve.

In case of ~~emergency~~ Plushie

The clauncher isn't, it's just on my team, the Skrelp is on a Rumble, but he wasn't before and still nothing

"It's just on my team". Do you mean your Battle Team? Because that will also stop evolution.
