I have a level 59 Draginir, it doesn’t have a everstone and it isn’t evolving and I have fed it berries and trained it as well. Please help

Is your Dratini "busy" somewhere? e.g. up for trade, rumbling or something like that..

Because it can't evolve when it's "busy".
