Is there a mega clefable in this game?

No, there is not. You can check what Pokemon are available as megas by going to your Pokedex under the home tab and selecting the M & G option. Even if you do not have them, the Pokedex numbers will be listed (and will just have ??? next to them) and you can check what numbers correspond to what Pokemon in the national dex. The only part that may give confusion is regarding multiples of the same numbers; generally this is for other formes and event pokemon that are considered the "same" pokemon and they all have megas.

This is a picture using my own pokedex. You can see how the pokedex national numbers are there even when the pokemon aren't, and the screen I showed contains three versions of one mega. that's more or less how it works.
