Does shiny breeding pairs increase the chance of breeding a shiny pkmn?

Is it the same for mega able?

No, to both.

You can increase the Mega Able chance by breeding good IV-pokémon (gold/silver stars), but you can't use specific pokémon to increase the shiny chance.
