How do I get a male milcery? I checked online it said milcery can only be female, but on pokeheroes wiki it says I need to have a male milcery to get certain evos so how do I get it?

You need to spin the Wheel with a male pokemon (and a certain speed) to get specific evolution forms of Milcery.

The Milcery will always be female.
