It says to unlock wheel of fortune, I need to hatch 3 milcery. Do I have just get 3 milcery, or do I actually have to breed a milcery 3 times?

You need to breed the milcery or somehow get them from the lab.
Basically you need to hatch 3 eggs which should yield a milcery saur yeah

You have to hatch Milcery from the eggs
You can either get Milcery eggs from the lab or breed an already hatched Milcery with a Pokemon that has Fairy Egg Group or Ditto. However, the chance for breeding would be 50:50 if you breed with mons other than Ditto
For Tall Grass to work, you need to have EggDex of Milcery though :/
