Is shadow lugia obtained from shadow radar or some sort of ticket

Depends on which Shadow Lugia are you talking about.

Pokeheroes has shadow Pokemon from Kanto to Johto, Lugia being one of them. You can encounter one during the shadow radar minigame, as well as other shadow legendary or mythical Pokemon like Mew or Suicune, as long as they’re from Kanto or Johto.

But if you’re looking for Shadow Lugia from Pokemon XD, it’s an event Pokemon that can only be obtained from trading with other users or from the Event Shop.

How do I make it so I can catch johnto shadows aswell?

I think there is an upgrade for the Shadow Radar. I don’t have it myself so I’m not exactly sure. Try checking the Emera Mall, maybe it’s here.
