it is almost the next day server time 23.40 and my sneasel has a razor claw attached an d it wont evolve and it was after 1800 hours when it leveled up with razor fang

According to the wiki..

Sneasel evolves into Weavile when leveling up during the nighttime while holding a Razor Claw.

I won the "Event Spriting Contest" as it says on News Announcement #224.
