Some, known as HEROES, protect the city, while others, known as VILLAINS, defy the government and law and commit heinous crimes, such as treason against the 'President' and opposing our completely fair laws, such as the Death Penalty or the Kill Law, which allows any citizens to execute 1 person every month.
Romance is outlawed in our city.
Heroes are revered like gods in this city. Your social status depends purely on how strong your ability is, gauged on a scale of F to S.
You know all of this, of course, having lived here for... 15-21 years now, haven't you?
now, this next part is of supreme importance. If you're watching this, you were originally a part of a special Ability Modification/Enhancement program, without your knowledge, as we wiped your memory of the incident.
Now, I don't know what path you went down in your life, but there is one thing in common. You all have supremely powerful abilities, all higher than the B+ tier.
This is of supreme importance, okay? This next part will tell you the reason why you exist.
I'm not a revolutionary or anything I'm just a mere scientist who died years ago, but know this. This world... This city... You HAVE to take them down. They are corrupt, and they are evil. You have to find the others. Team up. Throw away any existing rivalries ior prejudices. You need each other. They are hunting you down as we speak. Go. Find them. Defeat the government. Prove to them this world is not black and white, but rather, shades of gray. You who are labelled as villains, you can save the world. You who are labelled as heroes, you can defy the government. Go. Please."
Kendo saighed, as he popped the tape recording out of the video player. He sipped from his cup.
"The old man finally admitted it... Goddamnit..."
Kendo ran a hand through his hair, as he got up.
"I already have the list of the others... I wonder how THOSE two will react?"

Tellakon walked around on the roof of the building he was in, tail swishing around. He was thinking about the recent incidents, and what the best choice would be.
But now what? The message was rather vague, what others? Almost three quarters of the population had powers of some kind. Yes, she knew two people who probably were like her, but they were only a tiny part of the giant world they lived in. There could be many more out there, or just a few. Who knows?
Let me tell you a secret,

There had been rumors of shadowy people, discreet inquiries about those like her with extreme powers. They.
There had been additional rumors as to why she and many others had such strong powers. We.
An in group and an out group with discernible names and faces. A government conspiracy. She didn't need to be told twice that the government was corrupt; as a self-proclaimed villain, she had been fighting for herself and against the government for years.
Tossing her blue hair over her shoulders, she held out her hand into the air. Even with the recent advancements in technology, everything had iron in it. Her blaster soared into her hand, a directed electric field bringing it to the point of attraction. Her powers. The whole problem, it seemed.
She was going in search of answers. Inverness, her three-eyed crow swooped behind her at an inconspicuous distance. She made her way down the streets attracting just enough attention to be ignored. She would see if others with powers as strong as hers had gotten a similar tape... Perhaps a certain few in particular...

He sped off, trying to locate Elusian in the streets. There were a few cries of protest from people he brushed by them, but overall wasn't attracting... too much attention. His scarf trailed behind him as he jogged through the streets. He slowed down when he spotted Elusian.
"Hey! El! I was lookin' for 'ya!"

She noticed him stop, and skidded to a halt. Upon a closer look, she saw that he was talking to Elucian. As expected. Of course he would want to tell her about the recording.
Let me tell you a secret,

Elucian fell into step with Kendo. "I suppose you'll be wondering if I got a tape as well? The answer is yes. And honestly it took me forever to rig a system that would actually play a damn VHS tape." She let out a fake laugh, an attempt to put the people around them at ease.
They were acquaintances, as all villains were. She and Kendo had pulled off a few big things in the past; fire, and thunder, and EM pulses were very hard to counter. He was one of the few that she actually had any loyalty to, one of the few that she would take some time to help, one of the few she had trusted with her given name. Even if he didn't even take the time to use it.
"I take it you've already spoken with Athena?" Another likely candidate for the tape to be delivered to. She could only think of a few from the underworld. The White Foxglove immediately came to mind; they had crossed paths in the past. She suspected she would be seeing him soon. But the "Heroes" on the other hand... there would undoubtedly be more of them. But would they really betray their precious government because a tape told them to?

He sighed, as he ran a hand though his hair.
"damned old man... had to do this right now...."

Her eyes darted around the crowded lane, cataloging everything, rarely staying in one place for longer than a few seconds. She could feel the blaster at her hip with each step, a comforting weight against the guards that patrolled the streets. But they never learned; the basic body armor they all wore was made from a light weight steel, which was an iron alloy. She had been able to literally repel them for years now.
"So where are we going?" Elucian was following Kendo, unsure of their destination. She knew they were headed somewhere downtown, but with Kendo, it could literally be anywhere.

They kept walking until Kendo abruptly swerved into an alleyway. Next to a trash can, he counted a few bricks, and pressed a random one, opening a doorway.
