How is people getting the the hisuian Pokémon not like glowlithe,voltorb,quillfish,sneasel,and Zorua
But like Braviay and etc

You can transform your normal Pokemon to hisuain form by using azure flute which can be obtained by random from the event distribution Pokemon (i haven't got a single one until after I posted this lol)

Someone told me that you need an Arceus and your Sinnoh Pokedex completed to use the Azure flute. Is that true or can I still use it without completing the Sinnoh dex and get Arceus

Yes, you need an arceus to use the azure flute and in order to get arceus, you need to complete your Sinnoh dex.
