How do I evolve Igglybath, I tried friendship by paying 4,000 poke at the mall and it didn/t evolve so how do I evolve it?

Igglybath evolves into Jigglybath by using a Water Stone on it..

I won the "Event Spriting Contest" as it says on News Announcement #224.
