My Dream Level seems to be stuck at around 15 to 20 percent of the way between 4 stars and 5. I'm doing tasks, but it's not increasing... or at least it's increasing at a dramatically-low rate compared to how it used to. Is this natural?

You'll hopefully start to notice it go up after some hours when you keep doing tasks. Higher levels probably take longer to get through though.
