If you are ever in doubt, check their PH Pokedex entry. If the egggroup says "Undiscovered", they can not breed :)

I have been trying to breed Milcery with a Jigglypuff and I am continuously getting Iggybuff. Is there any way to ensure we get only Milcery

Try with ribombee, I got some milcery with that, however, you can get both ribombee and milcery

If you want ONLY Milcery eggs, you would have to use a ditto. Every other pair has a CHANCE to give Milcery eggs, as well as eggs of the paired Pokemon
