Nope. You can't get a shiny lugia from the normal voucher, so it's impossible to chain hunt it. Therefore, it won't break your chain, nor will any game center mon, for that matter

As Lugia comes from a voucher, it would be "Other" so no, Lugia does not break your chain ^^
