you could upload them, and make them for public or private use! (i mean, there has to be space for it, right?)
example: instead of using
[img]link[/img]
you could have a side bar (like the old PH) with your custom
emotes!there could be an pixel limit and upload limit, maybe 250x250 px and 100 emotes?

However, I think that if they were to be made for Palpad use only, there might be a small problem when it comes to who has permission to add or remove custom emotes. I get that you mean individuals get about 100 custom characters, but when it comes to the notification wall, it'd have to change layouts to support custom emotes (would there be a bar above your new post where you could select them from? How would you type them into your post?)
It sounds like it might be a little bit difficult to implement and moderate, and like it would be a lot of work to implement. (Haha, this is why PH needs more developers/coders)

i remember seeing that images used to be able to be posted on the notif wall, so maybe like that? and having the names (input could be +emote_name). Riako could be able to implement a bar using the same HTML code stuff that’s used for BBCode.

If only there was an approval process beforehand, something quick and easy so that people couldn't just drop images of inappropriate things, though it might require some thinking as to who's in charge of approving them and how fast we could get such a process to work (though it might be worth the wait for the sake of safety)

public use means allowing others to use your copyrighted/made by you emotes
private use means only you can use them
