Best way to get Game Chips if you don't have any is solving Hangman.
You'll unlock more when your Trainerlevel is higher
Or just spend PD on it but don't-

You can buy (I think) 500 Game Chips with PD. After that, you can only buy them again with PD if you drop below 500 GC. Useful is the Golden Slot Center, you get the Golden Game Chips from interacting, and it can reward a lot of stuff, including regular GC
