I think you mean where to find Miltank, I guess?
If that so, it's a Rare rarity Pokémon (if I remember correctly), and you get it randomly by hatching Lab eggs
Also, you can search for them in Auction House. Miltank may be found auctioned there

Edit: I just checked again and it's a Hard rarity Pokémon. I apologize for my mistake :'D
