What does the full moon and new moon do? I haven't noticed anything different

They are Rumble Area [like Marine Cave], but the location only appears when the moon is in the phase the Map is named after.

Full Moon Map gives you access to the Rumble Area for Cresselia's Summon Item
New Moon gives you access to the Rumble Area for Darkrai's Summon Item
