If you have already bought a Fashion Case from the Emera Mall : Item Shop (Misc. Tab), you can randomly get accessories or backgrounds after finishing those tasks at the Emera Square : Beauty Contest page..

I won the "Event Spriting Contest" as it says on News Announcement #224.
