On the contest page in the Forum, it doesn't let you post a thread.

If you try to post a thread on the main page of 'Contest', you won't be able to post a thread unless it's an official contest hosted by moderator/admin. Go to 'User-made contest' instead and make a thread if you're planning to host a contest ^^
