Okay so i have a level 114 sliggoo (shiny)
and it was raining. it leveled up while raining but didn't evolve...
why is this...?

Are you sure it leveled up? It's still level 113 ^^'
Also, when was it rainy? It's been Thunderstorm for a while now.

It was raining while leveling up.

I didn't remember it raining for a while, back then. It's gonna be rainy soon, though, so you can try again.
