So I started the Hoopa Quest and am at 4/5 rings but am really at a loss for the last one! Is it possible for the rings to spawn on pages that I don't have access to? :/ I've check pretty much every page I can find but I have four pages on the menus that are ?????????? to me. So is it possible they're there?

According to this thread, The Hoopa quest requires Trainerlevel 20 or higher.. so, most of the places on this site are unlocked (Tab menus) for you. ~~Unless you didn't get the PokéRadar or Egg Radar yet?~~ :O

The rings are NOT usually be found at the VS. Seeker, Battle Team or forums.. or "Premium Settings", one of the ??? menus under the Settings tab.

~~If you're still having a hard time finding that last ring, you can check out this Site Map that one of the users of this site did.~~ ;)

Thank you so much for the help!! I don't have the PokeRadar yet, so maybe that's where it is. :( But I'll check out the sitemap you linked and see if I can't find it elsewhere!
