I used to tink it was the level but then I saw the current rally and started to ask that myself

I have some theories
1. It could be on how many Pokémon that specific Pokémon defeated
Or
2. Their stats

it’s pretty much just level from what i’ve seen. has to be hatched and levelled from a specific date?

When you hover on the level it says how many exp it gained I believe? So, The Strongest Pokemon Rally is based on exp the Pokemon gained. You know, different Pokemon requires different amount of exp to get to level 100. So, it would be obvious to set it as exp that the Pokemon gained in the rally.

Fun Fact: Strongest Pokemon Ranklist also works that way too.
