Does it normally take forever to get 3 shelder with a good fishing rod

Shellder is listed as "very rare" on this wiki page. So with a bit of added bad luck, getting three of them can indeed feel like forever. But it's no mission impossible and if you just stubbornly keep fishing, you'll get those sneaky clams eventually.
