I finally saved enough to get the pokeradar and I am trying to shiny hunt a Pokemon but I want to see the count of it how do I do that?

Once you buy the radar, you also need to buy batteries for it. Or, if you buy premium, your radar won't run out.

You can see what you need to buy a battery for your radar, and once you do that, you can turn the radar on and it will allow you to chain Pokemon. The battery runs out when you hatch the first shiny of your chain, so you will have to buy another battery to keep the chain going, or to start a new hunt.
