I am really really confused here. What is with the talk of mega stones for the feebas once it evolves into milotic (the mega able one). I see some who have the mega stone on but the milotic is still regular, one person has no item on the milotic but it is mega evolved and one has a prism scale one one and it is mega evolved.

What do I have to do I am really confused

If I'm interpreting your question right - just let me know if I'm not - On PokeHeroes, when Pokemon mega-evolve, there is no specific mega stone needed for mega-evolution like in the games. Pokemon are born able to mega-evolve or not and can be seen if they have a little bubble just below the name and item descriptors.

An item called the mega stone can be given to a mega-able pokemon and they will then mega-evolve with the held item after reaching level 50.

Since Feebas cannot mega-evolve, the Milotic must evolve first. They evolve by being traded when holding a Prism Scale. Then give them a Mega Stone and it will mega-evolve once reaching level 50.

Mega Stones are consumed once the Pokemon mega-evolves.

The Milotic can still be holding a Prism Scale even if it is mega evolved.

You can get the prism scale from the beach or from other players and you get the mega stone from the cauldron or again from other players

And I think you can get both from boxes?
I also heard somewhere that the prism scale can be bought at the shop but I don't know about ether of those
