Are we not supposed to be able to find "Special" rarity pokemon in the Tall Grass? An example of this would be Combee.

And just to verify, there is no chip for events, correct?

The only eggs you can find in the tall grass with their respective chips are Easy, Medium, Hard, Rare, Starter and Legend. Also Unown, although you don't buy the chip normally.

So no, no Special or Event eggs in the Tall Grass.
